The Steering Committee's standing decision is to not allow JRE rev-lock
for auto-downloads via Inernet Explorer. The HTML converter needs to
be changed to reflect this decision. If the decision is reversed the
changes can be reverted. The converter needs to be changed to pickup
the default JRE for 1.3.x.
