The focus traversal property strings in the awt.properties files
should not be localized. We recently discovered that they had been
localized in the awt_de.properties file.

/src/share/classes/sun/awt/resources/awt_de.properties

I have applied a fix for this problem already (see bugid 4447941).
No further work is required. The fix is also given in the Suggested Fix
section of this bug report, for informational purposes only. I filed this
bug report for tracking purposes at the request of Judith.Huang@Japan
