Tested environment:
Solaris 7 i386 (zh.GBK)/Netscape 6 /jdk1.2.2

Problem found:
perfenrence frame title of application manager display "java web start - "
, which expect to display "java web start - perfenrence", where perfenrence will be a local string.
 
this problem does not exist on other solaris configuration.
