Plugin build creates its temporary directory at <ws>/ext/plugin/tmp
instead of using $(TMPDIR)/plugin. Plugin should set its OUTPUT_DIR and
TMP_DIR based on the resolved values of OUTPUTDIR and TMPDIR.
