There is a last-minute scurry to update the licenses in the workspace
as soon as FCS is declared. Usually the licenses have been cleared much
earlier and are sitting around waiting to be added to the workspaces. Instead
of updating the one file and changing it from a pre-fcs version to an
fcs version of the license, put both of them in the workspace and let the
build select the appropriate one based on the MILESTONE.

This applies to /src/share/doc/{jre|jdk}/LICENSE{|.fr}
