Tested bundle: j2sdk-1_4_0-beta-bin-b63-win-01_may_2001.exe

Tested environment: Win98se /Win2000 korean

Problem found:
cannot run "java plug-in Contral Panel"

How to reproduce:

1) seleced Control Panel from Start Menu
2) clicked "java Plug-In" icon,
   then there is nothing happened.


Also happens in Traditional Chinese Windows 95 and 98SE in b64.
