test bundle:
javaws-1_0_1-win-int-rt.exe

test environment:
window98/korean

problem:

with test scenario jws1.0/jre1.3.0 installed, I donwload and install
jws1.0.1 on windows98/korean, javawebstart 1.0.1 can be installed
successfully, but can't start javawebstart1.0.1 application manager
after click the icon on desktop or start menu.

the same problem was found when installed jws1.0/jre1.3.0 on
win98/korean, the jws1.0 can't be started after being installed.

but for a clean machine, jws1.0.1/jre1.3.0 can be started after
installation.
