Currently, the "user.timezone" property is not defined at the API level, which sometimes creates confusion to developers.

This breaks or disables all applications depending on this info.
Most JDKs 1.3.x and earlier have this fault.
By the way The latest version, knowing the time zone, was 1.3 beta.
