when called silently, the jre won't install if newer jre already installed

      With the fix of bug 4417518, all of the public JRE's will now install into their own directories. Therefore, we can now have multiple jre's of the same family on the same machine. However, if I try to install a J2SDK and there is a newer version of the JRE on the system, it will cancel the silent install of the JRE. There was once a need for this, when we only wanted the most recent version of the JRE installed into C:/Program Files/Javasoft/JRE, but this functionality should be now removed from the installer.
