After OMG interop issue 3526, the 15.3.4.6 section on valuetype encoding was changed such that enclosing non-chunked valuetypes should not be taken into account when computing the nesting level (and thus the end tag).
Currently, the ORB writes end tags with all enclosing valuetypes included in the nesting level.
This bug was found as part of the Interopathon effort.
