Based on the resolution of OMG urgent issue 4314, GIOP 1.2 LocateReply message bodies should no longer be aligned on 8 octet boundaries.

It was mistakenly changed in CORBA 2.4 to do so, and this resolution returned it to its CORBA 2.3.1 -- there were already implementations that had shipped without the alignment.

Alignment isn't needed for LocateReply since the header is a fixed size.
