OMG interop issue 4328 concerns how implementations should handle indirections when chunking and fragmenting.

Currently, our implementation never inserts a chunk length between an indirection tag and offset. However, we expect this on the unmarshaling side, as well.

Given that the issue probably won't get resolved within the Merlin timeframe, and we can easily update our code to work both ways, we should do so.
