When translators translate the documentation, they need to
modify the makefiles, because they contain all text for
titles, headers, footers, copyright, etc.

It would probably help them if we separated all text into a separate
file for them to translate, so they don't inadvertently break
a build as easily. (This is simply a precaution -- I don't know that
breaking a build has ever happened.)
