When the converter is first started up, converter.props is created
to hold default property values. The user can then customize it if
desired. In a case where the user has removed the file, or at least
the netscape default url property, there is a problem the next time they use the converter it uses the default value in the program for the netscape download
url.... newuser.html. It should be index.html.
