There is no place in the API docs or the tutorials that explains what all the
RenderingHints do. For example, if I wanted to know what Fractional Metrics
concerns, where could I read about this?

Also, for the different scaling constants in Image (Image.SCALE_SMOOTH, for
example), there is no place which states which exact algorithm is used. Does
Image.SCALE_SMOOTH use bicubic interpolation?
