msvcrt.dll and ActPanel.dll aren't installed into windows/system with SDK

      With bug fix 4472431, the SDK installer manually installs the public jre instead of calling the jre silently. However, msvcrt.dll and ActPanel.dll are not getting installed into windows/system32 as shared files.
