(so) SelectorTest hangs on Win98 when run in standalone mode

      SelectorTest hangs and times out on Win98

      In standalone mode or in client/server mode on the same target Win98
      machine--SelectorTest hangs after handling ~21 out of 40 clients and
      times out. Win98 can be run in either the server or the client
      mode and pass e.g.using a Solaris machine. It just cannot be both client
      and server or be run in standalone mode. (Note: there is a possibility that
      the client/server processes on separate machines will sometimes fail but
      this is due to an intermittent hotspot crash which has already been logged.)

      Similar hangs as this Win98 has been seen in b68 for Win95/ME and
      one such failure was seen on a WNT machine in b67.

      WNT 4.0 - dies ~29
      Win2000 Server - passes
