This is related toThe BugID 4468529 which has been fixed in 1.3.1_01 prerelease by CTE.

JVM_DumpAllStacks which can be used to identify if the JVM is 1.3.1_01 or greate has been implemeted in JDK 1.4.0.

Borland has requested that JVM_DumpAllStacks private entry point into the JVM
to be back ported from 1.4.0 into 1.3.1_01 as part of this fix for BugID 4468529 - so that Borland can determine when to apply -Xrs. Note that the 4468529 -Xrs fix is only applicable to 1.3.1_01 or greater
