According to INS spec http://cgi.omg.org/cgi-bin/doc?ptc/00-08-07

NamingContextExt.rsolve_str( ) method should not throw AlreadyBounds exception. CORBA code that is in Merlin does throw this exception. Need to correct this to be spec compliant.
