Java Web Start should allow the jnlp file to specify that this application
should have it's forceUpgrade value set to true. In two-tier development it
may be catastrophic to allow an old client to run with an updated schema. In
this situation, expecting users remember to *manually* edit their javaws.cfg
files is neither prudent nor realistic.
