Java Plugin issue with Merlin build 70

Issue:
------
While working with applications, suddenly "PLugin download"
window shows up and the browser starts downloading jar files
after an user action. At this point the browser and the applet
both hang until download completes.

Steps to reproduce:
==================
As it is not reproducible for all the forms I am giving a specific
test case where it will be reproduced everytime.

[1] Login to Oracle Applications 11i as MFG/WELCOME
    Note: URL will be provided after installation
          of Oracle products in SUN-Cupertino office.
[2] Select Manufacturing and Distribution Manager
[3] Open Quality -> Results -> Entry -> Entry Quality Results
[4] Select "M1 Seattle Manufacturing"
[5] Open up "Collection Plans" "list of value" and select
    "General Receiving M1".
[6] Click on Item field and type PM13139 and try to close the
    window.
[7] Click Cancel on the dialog box appeared.
[8] Click OK on Error window.

You will see the download plugin window, and the netscape
process hangs.
