To be consistent with the JAAS and JSSE guides, the JCE guide's name is being changed. The file will become JCERefGuide.html instead of JCEUsersGuide.html and the title will be "Java Cryptography Extension (JCE) Reference Guide" instead of "Java Cryptography Extension (JCE) API Specification & Reference."

We need to modify all javadocs that reference this guide to use the new name and title.
