Most of the forms at startup are not rendered properly
when using JDK1.4 plugin Build 71, both on windows and sunray.

In JDK1.4 build67 it works fine.

Steps to Reproduce:

[1] Open Oracle test forms tiachar1 module
[2] Verify that there is no status bar at the bottom of the
    form, or no ScrollBars, a grey area shows up instead.
[3] Select Block->next 3 times from menu item.
[4] "Document Type Modal Window" form comes up
[5] Click on Call_Form button
[6] Verify that nothing happens, no message in the status
    line either.

Expected behaviour:

Status line should have shown "FRM-40202:Field must be
entered" message
