Locale elements for zh_HK fall back to zh, use simplified Chinese

      The locale elements for Hong Kong (sun.text.resources.LocaleElements_zh_HK) use the standard fall-back to zh. They thus inherit the simplified Chinese language and country names from the zh locale elements as well as a collation order tuned for the GB2312 character set. Instead, they should fall back to the locale elements for Taiwan in order to inherit traditional Chinese names and a collation order tuned for Big5.
