      java version "1.3.0"
Java(TM) 2 Runtime Environment, Standard Edition (build 1.3.0-C)
Classic VM (build 1.3.0-C, native threads, nojit)

I am using JavaWebStart for deploying an application which depends on Java
Communications API extension (javax.comm). Since this is a standard JavaSoft
extension, it seems it would be appropriate for Sun to provide a simple
mechanism for installing standard Java extensions. In my example ther is a dll
(goes to jre/bin), a property file (goes to jre/lib), and a jar (goes to
      jre/lib/ext).

Perhaps Sun could support a standardized way of installing their own extensions.
