Cache location is always treated as user.home even when USER_JPI_PROFILE is set

      Jar Caching location is always treated as the user.home as the cache location
      when USER_JPI_PROFILE environment vairiable is set.

      To reproduce the problem :

      1. Set environment variable USER_JPI_PROFILE to some location.
         set USER_JPI_PROFILE=c:\testjar

      2. Make Sure the environment variable is set properly ,Echo the
         variable on the DOS prompt and verify that the variable is set.

      3. Load the following applet in the browser.

        http://sqesvr.eng.sun.com/deployment2/sridhare/ws/tests/jarcaching/BAT/single/carch_version/carchversion_plugin.html

      4. Verify that the Jar is cahed is the location set by the environment variable.
         i.e; c:\test

      5. The Jar files are not cached in this directory.


      Problem 2 :

      Jar cache viewer is also not Inviked when the cache location is set to nothing
      (clearing the default location in control panel)

      1. Control Panel -> click on the cache option -> clear the cache location and make it to nothing.

      2. Run the above applet

      3. Invoke Control panel -> click on the Viewer

      4. Jar Cache viewer is not Invoked.

      5. Click on the clear cache option , the pop up dialog doesnot show the location from where it need to delete the files from .Instead just "?" appears.
