Install it on Traditional chinese Winnt 4.0

When install process finish, I find that the jre doesn't install on the machine under directory "program file", so couldn't see in add/remove item on controlpanel and java-plugin icon in controlpanel, also couldn't run java program if user don't set the env path to jdk's bin path.
