Step to reproduce:

[1] Login to Oracle Applications using userid/passwd:MFG/WELCOME
[2] Choose Responsibility: Manufacturing & Distribution Manager
[3] Navigate to: Quality/Results/Entry/Enter Quality Results
[4] Select Organization M1
[5] Press the LOV icon for the Collection Plan Name filed.
Select the General Receiving (M1) collection plan.
[6] Place the cursor in the first record row and enter:
Item = CM13139
[7] Click on PO# with the mouse and enter "1001".
[8] Verify that PO# has only "001", instead of "1001".
When "1" is typed, the digit is shown on PO# field, but
focus goes back to the Item field, comes back and selects 1.
Once "0" is typed, it is shown on PO# field (over-writing
"1"). Then onwards everuthing else is fine
Expected result:

"1001" should be placed in the PO# fiel
