OS: s9 nightly(8/22) combined image(target build 45)
install locale: zh_HK.UTF-8

after install and before reboot, the "Additional Software" window shows up, you can see some garbage in the screen, and some Chinese character display to Simplified Chinese, Please see attached hk_utf-8_install.gif file. It looks like to fallback to zh locale, should be fallback to zh_HK locale.

Also, zh_TW.UTF-8 has same problem, please see attached collections.gif file. It should fallback to zh_TW locale.

check IntallResources_zh_TW.class and IntallResources_zh_HK.class files, they exist under /webstart/wizards/apps/com/sun/install.
