as part of a gnumake clobber on the control workspace, a workspace
scan is conducted for non-workspace controlled files. the scan is
erroneously showing files as being extra when in fact they are not.
The scan algorithm does not handle top-level workspace files, such as the
ones in the hotspot workspace.
