The control workspace build expects that ALT_HOTSPOT_CLIENT_PATH and
ALT_HOTSPOT_SERVER_PATH are not set. It should verify that.

Also, it should issue warnings if the non-standard builds are requested,
such as DEV_ONLY and J2RE_ONLY.
