The internal set of readme documents need to be bunled into a tar file
for distribution via internal promotion. The file build.tar should untar
the readme's into the directory ./doc/build so that during the promotion
the build.tar can be untarred over the doc.tar and generate the additional
doc/build directory. build.tar should be placed in the $(OUTPUTDIR)/bundles
directory.
