The GB18030 converter in merlin-beta2 excludes characters which are
unassigned beyond Unicode 3.0. However, the GB18030 mandates coverage
of the entire UCS range of characters. The Java GB18030 converter
should be updated to provide the full range of 4-byte encoding of
both assigned and unassigned characters.
