The averageBytesPerChar parameter of the CharsetEncoder constructors is not clearly defined. In the UTF-8 encoder implementation, 1.1 is used, for example. But I have no idea how 1.1 was chosen for UTF-8.
I'd suggest that the averageBytesPerChar parameter (and the related methods) be removed or be clearly defined in the javadoc.
