(cs) Standard charsets are missing some historical JDK aliases

      sun.nio.cs.StandardCharsets should be udpated so that the standard charsets
      have all of the aliases defined in sun.io.CharacterEncoding, in addition to
      the aliases defined in the IANA registry.
