Instruction scheduling and delay-slot filling are currently enabled by
default in the 32-bit sparc vm, but disabled in the 64-bit vm due to
what were a few incomplete pipe specifications in the instruction selector.
The latter have been complete for some time. We should enable this feature
in the 64-bit sparc vm.
