During the j2sdk install, the user is allowed to select/deselect the components that they want to install. The public jre now get's it's files from the j2sdk/jre directory by copying them over after installing the Program Files components. Therefore without the Program Files component, the public jre installer will not install successfully. It should be required that the Program Files component be selected if the Java 2 Runtime Environment is selected.
