Steps to reproduce:

1) Install j2re-1_4_0-beta3-bin-b81-win-27_sep_2001.exe
from /net/sqesvr/export/st1/merlin-plugin/beta3/b81/win

2) Make sure that the .java.policy file does not exist in the test machine.

3) Go to http://sqesvr.sfbay.sun.com/deployment1/ws/doc/proc/JPI_https.html
and xecute the test cases:

  https://kittest.sfbay.sun.com/https/tests/updates/GP.html
and
  https://10.5.26.48/https/tests/GP.html

The java.lang.NullPointerException and java.security.AccessControlException exceptions were thrown. This is a regression. This behaviour was not seen in jdk1.4-beta3 -b80
