When an IOR with "localhost" as the host name and NamingContextExt for the repository ID of the interface is narrowed with NamingContextHelper, it
will succeed even if the name service is not present.

Additionally, it returns a stub for a NamingContextExt.

Of course, actually using the stub results in a COMM_FAILURE.
