A Modal popup modal dialog is not like a true modal dialog with respect to the
netscape browser only on windows .There is a seperate bug for solaris for this bug (4414115 ).The Modal dialog is behaving like ture modal dialog for IE on windows .

To reproduce the problem :

1. Install Java Plug-in merlin build 81

2. Load the follwoing security test case for security dialog to popup on
   any windows platform using Netscape (make sure you donot have .java.policy with all permissions in user.home,If you have any remove it before loading the applet below)

Security Dialog box pops up asking for permissions .

4. Click on the any of the browser menu items such as file menu etc. you will be
able to access .This is not a true modal dialog behaviour as it shouldnot let you access any browser menus till the response to the popup modal dialog is inputted by user.
