For our jre installers, we create 2 files groups. One of the file groups contains the jre-image, and the other contains files that go into the windows system directory. The latter file group contains 2 or 3 files that are already present in the former file group (ActPanel.dll, msvcrt.dll, plugin.cpl). In order to save size on the installer footprint, we should not have the latter file group, and instead just copy over the files from the image into the windows system directory after installing the former file group.
