Can invoke Console from Browser NS6.1 even though Plugin is disabled

      Build: Merlin Beta3 build 81
      Platform: Win XP PE
      Browser: NS6.1


      1) Install the Build 81 JRE.
      2) Install Netscape 6.1
      3) invoke Control Panel
      4) Disable Java Plugin on Control Panel on Basic Tab
      5) invoke Netascape 6.1
      6) Click on tools/Java Console

      It invokes a Java Console which is empty (not even the JRE version or the
      different key options are displayed).


      If Plugin is disabled then no Plugin Console should be launched


      NOTE: However, no applet can be loaded which is the correct behaviour
      , but nothing would be displayed on this console.


      A cleaner approach would be to see If Plugin is disabled when browser is invoked, it should disable the java Console option.
      That would be a fix on the browser side.
