In Contol Panel in Windows the message screen that appears after clicking is Netscape 6 ( if N6 is not installed) is unlocalised - ( see attached .gif)
The Text is :
"Unable to change settings in Netscape 6. Please check that you have login as a user who have sufficient permissions to change system settings."

Wile we're at it, I don't even think the English message is grammatically correct either. It should be
"If ... you have LOGGED in as a used who HAS .. permissions..etc."
