Steps to reproduce:
1) Install the JRE build82 from
   /net/jdk.sfbay/export/disk6/promoted/jdk/1.4/beta3/b82/bundles
2) Install Netscape6.1
3) Enable the Java Console in the Control Panel
4) Open the browser and load any applet. Example
   http://java.sun.com
5) After the page is loaded, go back to the previous page. You will
   see the following message in the Java Console:
PLUGIN ERROR
