The -noexclude option appears in the online help (-help) as:
-noexclude Ignore @exclude tags
The implementation of this option was implemented in Beta 3, but then removed
before Beta 3 shipped. So this option does not and will not exist in RC1
or FCS.
Having the option present in online help is misleading, and also implies
the presence of a tag "@exclude" which also does not exist. Many developers
have been asking for an @exclude tag, and those who would see this in the
help may be doubly disappointed to think it's threre, try it out, then
discover that it's not there. This would be an unnecessary source of confusion.
