Signed applet Certificate dialog doesn't accept keyboard operations.

      This bug is related to 508 standard (the UI standard for the physically
      disabled users).

        To reproduce:
      1) Install the Java Runtime environment 1.3.1_01a or merlin-beta2-b82
       without the mouse (use tab and enter).

      2) Access to the URL which has signed applet. In this case, go to

      http://sqesvr.sfbay/deployment1/ws/tests/func/RSA/Verisign.html
      http://sqesvr.sfbay.sun.com/deployment1/ws/doc/proc/JPI_RSA.html

      3) The certificate dialog shows up with four buttons: Grant this Session,
      Deny, Grant Always and More Info. Then try to use keyboard to tab through
      these buttons and it doesn't work.

      Actual Behavior : Keys tested and failed: tab, right arrow, space bar,
      shift+rightarrow, enter.

      Expected Behavior: The user, say physically disabled user, should be able
      to press on any of these buttons without having to use the mouse.
