It's a problem only when the application is launched with Dos in full
screen mode and it occurs consistently on Windows 2000 and randomly with
Win98. It works fine with Windows NT.

The problem has been there since B81 and it used to work fine
before that.
I could also see the degradation in performance of the dukes's
movement since B81, when launched in full screen mode as compared to
B80 and before.

Here are the steps to reproduce the bug:

1. Launch VolatileDuke with the DOS box in full screen mode.
2. Switch over to the application screen by pressing ALT-TAB.
3. Close the application.
4. The duke paint along with the green background color still
   appears on the desktop.
