create cookbook steps doc for jpi optional package deployment

For deploying java optional packages in java plug-in create a cookbook like (complete instructions/steps from A to Z on how to do this) document. This feature is complicated and causes a lot of questions, problems to the user. We need to make this feature less confusing to users.
