During the stand-alone Merlin jre-i.exe install process, the files msvcrt.dll and ActPanel.dll are copied into the Windows/system directory if they are newer that than the current versions on the system. This is not being done during the embedded jre-i in the sdk installer. Both the stand-alone jrei-exe and the sdk embedded installer should perform exactly the same operations.
