When starting an app with java webstart (e.g. iPlanet Instant Messenger),
the splash screen stays up and ON TOP of all other windows until the app
is started. Because the splash screen stays on top, there is an immediate
impact on user productivity - it is very difficult to work around the
splash screen. The user is forced to wait for the app to start before
continuing to work. In cases where the app is slow to start, this can
be a significant and annoying amount of time.
